130(1) An employer shall ensure that an elevating work platform is designed, constructed, erected, maintained, inspected, monitored and used in accordance with the following CSA standards, where applicable:
(d) CAN/CSA-B354.4-02 (R2013), Self-propelled boom supported elevating work platforms or a standard offering equivalent or better protection.
Question
Is it necessary to use a fall-arresting system in a boom-type work platform?
Response
The standard referenced in (d) governs machines where workers are working from a bucket at the end of a boom. This standard requires the use of a fall-arresting system. The manufacturers’ literature may recommend or limit the types of fall-arresting equipment to be used with their equipment. Where the recommendations of the manufacturer exceed the requirements of the Regulation, the manufacturer's recommendation shall be followed. With guardrails around the bucket, the concern is not about falling off, but rather being dumped or ejected from the bucket.
